Please join us as we celebrate the renaming of the Land Use and Environmental Services Agency (LUESA) building in honor of Russell (Rusty) S. Rozzelle, a longtime water quality advocate and Storm Water Services employee.

There will be brief remarks and reflections from elected officials, County leadership, and family members about Rusty’s life and legacy. Light refreshments to follow.

On Sept. 16, 2025 the Mecklenburg Board of County Commissioners approved the renaming of the LUESA building to honor Rusty's lifelong dedication to making sure area waterways would be enjoyed by generations to come. Rusty was a passionate advocate for preserving our waterways and served as program manager of the Storm Water Services Water Quality team for 45 years.
